Why doesn't Home Depot inspect products before re-stocking them?

When people return products to the Home Depot, the employees simply re-stock them (unless the cashier happens to ask the customer if anything was wrong with it). Example.. yesterday my boyfriend bought 3 outdoor coach lights for the front of his house. He installed 2 of them today, and couldn't install the third because the box had been opened and pieces were missing. Now he has to return it and get another one.

Before re-stocking the light fixture in question, why didn't someone in the electrical dept. inspect it to make sure all the parts were in the box, and tape it back up, before re-stocking it? It would save customers a lot of trouble.
