Razor-cut hair?

I used to be a hairdresser (long time ago) and to me, it looks like it was cut with a razor using a method where the hair is twisted in sections and the razor is used to cut it, sliding down the section starting at the shortest length desired. It gives the cut that random, shattered look. Shears can also be used in this manner, but it's easier and the results predictable with a razor.
